In Spain, where energy problems are already driving up the price index, the local government is hoping to create more electricity with the help of photovoltaics.

The energy shortage and the resulting increase in the price of electricity has significantly increased the price levels faced by Spanish consumers, squeezing the purchasing power out of their wallets. The immediate triggers for the energy shortages facing Spain and the Eurozone are the Russian-Ukrainian conflict and the EU embargo on Russian oil and gas. These bans were intended to reduce the EU's energy dependence on Russia, but the resulting energy gap has been left unfilled. Coal, which had previously been abandoned by environmentalists, is also gaining renewed attention.

The Spanish government is looking to increase the supply of other energy sources, of which photovoltaic is one, by increasing the supply of clean energy. Within the EU, Spain's overall economy is not small, ranking just behind Germany, France and Italy. It also has some of the best light resources in Europe and has traditionally been a large country for PV development, with the country's ground-mounted power plants largely free from subsidies.

Germany is the fourth largest economy in the world and the locomotive of the European economy, but has a high dependence on external energy sources. Even before the Russia-Ukraine conflict, Germany had strong plans to reduce emissions, and it set the year for achieving 100% renewable energy at 2045, raising its 2030 reduction target to 65% (compared to 1990).

Germany, Italy and Spain are the three largest photovoltaic markets in Europe in terms of cumulative installed capacity. Changing the existing energy mix is the consensus of the moment in Europe. A small part of Europe's demand for PV is supplied by its local manufacturers, while the majority of the gap needs to be filled by Chinese companies. For Chinese PV products, there are still very big competitive advantages and opportunities in overseas markets in recent years.
