According to foreign media reports, the U.S. Department of Commerce recently announced the preliminary determination of the anti-dumping investigation of aluminum profiles, identifying 14 countries including China, Colombia, Ecuador, India, Indonesia, Italy, South Korea, Malaysia, Mexico, Taiwan, Thailand, Turkey, the United Arab Emirates, and Vietnam. Aluminum profile manufacturers and exporters from countries and regions exported aluminum profiles to the United States at less than fair prices. Because this is a preliminary decision, the Department will continue to collect information and accept input from interested parties while the investigation is ongoing.
Photovoltaic products affected by this investigation include photovoltaic tracking bracket components, brackets and fasteners, which are made from aluminum profiles from the countries under investigation.
The Commerce Department's decision establishes preliminary rates for the dumping portion of the investigation. One week after publishing its preliminary decision in the Federal Register, the department will instruct U.S. Customs and Border Protection to begin suspending liquidations and imposing preliminary duties (in the form of cash deposits) on profiles from these 14 countries and regions. For products imported from China, Mexico, Indonesia and Turkey, their anti-dumping duties will be added to the countervailing duties announced on March 5, 2024.
The U.S. Department of Commerce plans to issue a final decision in mid-July this year, which may also be extended to late September 2024, and the initially calculated tax rate may increase.
